I suspect this varies, not merely State to State, but potentially municipality to municipality within a State. The speed cameras around S2 are owned and operated by the government.

Even government police may have such incentive. So much so there's even a nickname for it: "cash-register justice".

I'm not up for a squabble here, but they're not known as "the suggestions of physics".
They're called "the laws of physics", and I gather it's as accurate as we can measure it.

If speed-trap radar is inaccurate, I suspect that's due to hardware deficiency, whether poor design,
incompetent calibration, or other operator error.

That's a substantial issue to me. BUT !
The law doesn't seem to impede government much anymore.

Drug War is example enough.
Drug War is the martial usurpation of the Creator endowed, Constitutionally enumerated, unalienable right of Liberty.
Drug War punishes the exercise of the unalienable right of Liberty as a crime.
How can the exercise of an unalienable right possibly be a crime ?!

Point being, whether it's legal is a substantial issue.
But the more fundamental issue, will it remain in use?

When one says "accuracy" they usually mean the acceptable variance is its normal function, consistently.
But the problem with doppler radar, is that sometimes it can appear 100% accurate, and other time it can be 100% wrong.
Just someone using a microwave nearby can make it totally off.
Just a long fence behind your vehicle can make it totally off.
There is no consistency with doppler radar since it is so cheap and does not verify that what it is reading is from what it sent out.
