The concept seems appealing enough.
I suspect real-world practicalities would prevent such application from advancing beyond preliminary field testing.

We obtain our worldview through experience.
But window fans may mislead us about what to expect at the fire-line of a wildfire.
If the wildfire is big enough a single tanker firetruck couldn't extinguish it, the fire-line would quite likely cause convention. which tends to Oxygenate the fire.

If you're serious R5, why not talk it over with the local fire chief? BUT !
Don't be caught off-guard if s/he laughs out loud.

I can easily imagine a narrow set of circumstances where it might work.
I suspect those circumstances are rare enough that firefighters / smoke jumpers wouldn't bother.
 
Meanwhile the fire surrounds you - you know the part that's twenty miles away on both sides. And forest fires aren't small things - they extend for miles in all directions including in the direction you're trying to blow the fire.

The only problem is that the vehicles one would need in order to move these fans around could be blocked by steep terrain.
The fire can't "surround you because if you pick the more rapidly advancing point of the front, you will always be ahead of it.
Essentially you then move along the front, from where you already put it out, perpendicular to the front.

Tanker trucks have many problems.
They are heavy, slow, have to refill, the water evaporates, the combustibles re-ignite, etc.
The idea of a hurricane fan is to not just blow out the flames, but to oxygenate the flame in order to speed up the combustion and burn up all the fuel where the fan points.
It is a mobile backburn that will create a stretch of ground where no fuel is left.
And it will happen in seconds, allowing the fan vehicle to rapidly move on down the line.
