In capitalist system, the propaganda, we call it "advertising", advocates spending: buy our stuff.
In totalitarian North Korea propaganda promotes the "dear leader", Kim Jong fatso.

In capitalist systems lead by persons of good conscience, controlling the message is rarely if ever necessary.
But under Trump & Kim Jong, the true message is so alarming the leaders endeavor to sculpt it to suit their preference. It's called propaganda.
