Trump's criticizers at home and abroad may lodge the seemingly plausible explanation: Trump is acting stupid.
In emphatic defense of the president of the United States, Trump isn't acting.

Maritime traffic through the Strait of Hormuz is subject to aerial attack. Iranian navy not required.

NOTE:
Several days ago President Trump announced he required unconditional surrender by Iran. It seems Trump did not discuss this with his military commanders before he announced it.
A few days later Trump publicly mentioned negotiating an end to his War against Iran.
Extrapolate this trend, the U.S. may have surrendered to Iran before April.
