I have a personal opinion on this S2, so I can't provide a link / URL.
In my personal opinion:

U.S. President #43 GWB wanted to teach his father U.S. President #41 GHWB a lesson.
#41 thought as many in the public thought, GHWB / Desert Storm / Commander Schwarzkopf could have / should have battled Iraqi troops ousted from Kuwait, all the way back to Baghdad. BUT !!
#41 had the excuse of expelling Iraqi troops from Kuwait.
#43 didn't have that, or enough else. SO !
#43 simply concocted his bogus casus belli out of lies.

And we pretty much knew they were lies, as U.N. Inspectors Blix & Ritter picked Saddam / Iraq clean before #43 GWB got started.
