If the police were the good guys, and ICE were rule-following others
then those rule-following others would be safe to disarm and process according to the law. BUT !

If they were rule-following, there'd be no point in arresting them.

One way the local police could reign in ICE without risking a fire-fight would just be to arrest the one in charge of an ICE event, the next day, at his home.
Since ICE really is clearly violating the law and rights, I don't really see how the police have any choice?
They are not supposed to allow things like the murder or Renee Good or Alex Pretti.
And the feds do not have jurisdiction over murder charges.
I supposed a qualified immunity claim could come up, but that would still be up to local judicial jurisdiction to determine.

Indeed.
There's more than one possible explanation.

Among them, employment in such roles as law enforcement attract bullies.
And generally bullies are cowards.
