If there's conclusive evidence an individual had a clear idea of what to expect, attended, and willingly participated, we'd have grounds to accuse guilt.
If an individual attended on more than one occasion we'd have grounds to accuse guilt.

I think we're missing a lot of the context around this - somebody is selectively quoting soundbites.
