You have to wonder why the fire truck asked for permission to cross the runway?
Runways are not that long, so it is not that hard to circumnavigate instead of crossing.
And since the firetruck would not be monitoring the traffic frequencies, they would sort of be blind to landings.
Someone in the tower must have goofed, but I still would not have tried to cross myself.

Something as simple as a change of rule / procedure could eliminate this runway collision risk. BUT !!

Those responsible for implementing the policies that have resulted in this loss of innocent Canadian life have made a cynical decision.
The low probability / high consequence risk of allowing ATC to grant permission for ground traffic to operate on airport runways saves $time, & "$time is $money".

The time and additional fuel saved by allowing these conflicting runway traffic patterns is the $value placed on this tragic / preventable loss of human at U.S. commercial airports.

There are malefactors great & small infesting our solar system.
Some of them would wish to do the U.S. enormous devastating harm, and a few among them have the capacity to attempt it. BUT

it is difficult to imagine, and apparently unlikely that any among them will actually manifest more harm to the U.S. than the Trump administration.
