Since legal authority only comes from the defense of rights, there really is no legal authority for tariffs.
The Founders started tariffs on British goods in order to encourage domestic products, but that really was not legal.

CNN: Canada suspends trade talks with US, will match Trump tariffs, Carney says

Canada has suspended trade negotiations with the United States, Prime Minister Mark Carney said late Friday, adding that the country would match US tariffs imposed at midnight dollar for dollar.​

The two sides had been “making important progress” toward a deal to avoid Washington’s implementation of 50% tariffs on a raft of Canadian goods at midnight E.T., however they were unable to come to an agreement that would “meet our objectives for Canadians,” Carney said in a statement.

“As a result, this evening, I have decided to suspend trade negotiations with the US and have directed Canada’s negotiators to return to Ottawa,” he said.
“At midnight tonight, the US intends to impose a 50% tariff on roughly $28 billion of Canadian goods. Canada will match those tariffs dollar for dollar to protect our workers and businesses.”

CNN has reached out to the White House and the Office of the US Trade Representative.

Trump's tactics are straight out of Art of the Deal - reach an agreement and then, immediately before signing, add a something to the final terms - your won't walk away from a final deal regardless of how outrageous that something is.

That said, does anyone actually believe that Trump will honor any agreement he signs?

I hope it's not deemed a partisan embellishment to acknowledge some within the U.S. and beyond may regard the U.S. (w/ Trump administration) has hit a rough patch. Fine.

BUT !
In accordance with the Constitution there's light at the end of the tunnel.

ARTICLE #22: Ratified February 27, 1951
SECTION1. No person shall be elected to the office of President more than twice, and ...

So, we might wish to imagine Trump's presidential tenure will expire in accordance with Constitutional enumeration.

BUT !!
a) Trump claims he won the 2020 election. Tally that with the 2016 election result, and Trump is not Constitutionally permitted to hold this office following what according to Trump is his third election victory. AND !

Whether Trump is right or wrong about 2020, following his January 6 insurrection he is ineligible to hold presidential office, or any other, under the United States.

b) ARTICLE #14: Ratified July 9, 1868
SECTION 3. No person shall ... hold any office, civil or military, under the United States ... who, having previously taken an oath ... as an officer of the United States ... to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. ..."
