The quotation as it appears in the meme in #1,727 may (or may not) be accurate.
The attribute, "Conservatives" is conspicuously, disparagingly not.

The root word of "conservatives" is "conserve".
Political conservatism has existed in the U.S. for centuries.
Since WWII political conservatism has mean promoting smaller, less intrusive, less authoritarian government.

The quotation in #1,727 is at best a mis-attribute, or worse a libelous lie.
For decades Republicans have been running this scam, parading their agenda as conservatism, to lend unearned unwarranted credibility and prestige to it.
Are they even fooling themselves?

The dictionary definition of key words in this Leavitt sentence demonstrate this quotation false.

Can we read between the lines here? The literal meaning of these words as displayed here is absurd.
But if this opinion was expressed on the record, it suggests such speech is accepted off the record, in Trump's inner circle.

It indicates more of a problem than merely WH Press Secretary on bad hair day. It's an indication the Trump administration has deliberately selected this flavor of Kool-aid.
