It is not an exaggeration to acknowledge the Trump administrations have been artless, not in the sense of honest,
but instead, lacking knowledge or skill; uncultured and ignorant.

Not just for years, but for presidential administrations Republicans have treated Democrats not merely as political opponents, but as enemies.
