Trump may be cognitive enough to know how dysfunctional this gambit is, for precisely the reason you cite.

That doesn't mean he has no reason. It suggests, if he's rational enough, he doesn't have that reason.

BTW, even if we pretend that someone is going to be dumb enough to commit billions of dollars to build that factory, just how many foreign laborers (on H1B visas or whatever) will be required to oversee the construction of the plant and the training of the workers running it? Or are we going to see a repeat of what happened with the Korean workers who came to help set up that factory?

I suspect President Trump, reportedly the first U.S. president in history to serve with dozens of felony convictions, was motivated by his own persecution * complex here.
Thus this statement not made out of benevolence to free speech, but instead intended to protect himself from justice.
