Which Is Best? Where Philosophy Collides With Pragmatism: Utilitarianism? Benefits To The Powerful? To The Detriment Of The Masses?

Human society has advanced to the stage where a substantially illiterate population would handicap, restrain the national economy, the GDP.
The U.S. remedy for this is "public" education, a euphemism for "government" schooling.

Education is compulsory, truancy not permitted. BUT !!
We allow parents some leeway, including parochial school, private school, and even home-schooling.

There are other options, including "charter schools" for example:

charter school:
A public school operated independently of the local school board, often with a curriculum and educational philosophy different from the other schools in the system. *

Some consider charter schools a circumvention of economy of scale. Because it drives up the per capita education cost of those not in charter school.
But does the benefit not warrant consideration?

How do we, how should we decide as a society, how diversified such education should be?

Even strident advocates of Liberty fail to make persuasive argument for drug abuse. Choosing to become an alcoholic, or a heroin addict, bad idea. BUT !
The so called "War on Drugs" however benevolently intended (if benevolently intended) is not a war against drugs. It's a War against Americans.

It's not merely that Drug War is a usurpation of the People's Liberty.
Drug War is also the economic powerhouse that subsidizes the black market. The following report demonstrates the Sinaloa criminal enterprise has demonstrated ability which was beyond the reach of modern governments within living memory.

Sinaloa cartel used phone data and surveillance cameras to find FBI informants, DOJ says

WASHINGTON, June 27 (Reuters) - A hacker working for the Sinaloa drug cartel was able to obtain an FBI official's phone records and use Mexico City's surveillance cameras to help track and kill the agency's informants in 2018, the U.S. Justice Department said in a report issued on Thursday.

The incident was disclosed in a Justice Department Inspector General's audit, of the FBI's efforts to mitigate the effects of "ubiquitous technical surveillance," a term used to describe the global proliferation of cameras and the thriving trade in vast stores of communications, travel, and location data.

We already know how to pull the rug out from under these criminal networks. We've already done it.
During Prohibition (Drug War against beverage ethanol) drug kingpins such as Al (scar face) Capone settled territorial disputes on city streets, with gunfire.
Ending Prohibition ended such dispute resolution. Liquor store owners now settle their differences in law court, an option not available to "criminals" during Prohibition.

Is this steady $infusion to such narco-terrorist networks worth is?
Have the $Billions we've squandered on Drug War provided utilitarian benefit to the taxpayers forced to fund it?
